GBC Urges Legislators Not to Modify Heritage Rehab Tax Credit
A proposed change in a tax credit that has prompted strong private investment in rehabilitation projects for historic buildings on Baltimore's west side and elsewhere would abruptly halt such investments if passed by the General Assembly this year, the GBC has warned legislators.
The proposed changes in the Maryland Heritage Structure Rehabilitation Tax Credit, which was passed only six years ago, are prompted by some legislators' fears that its increasing use will be too costly for the state in a tight budget year. But proposed reductions in formulas and the imposition of caps on available credits would change the tax credit rules on many developers who had made substantial investments in anticipation of gaining future credits, said GBC Executive Vice President Donald C. Fry.

PHH Arval's George Kilroy Elected to GBC Board of Directors
George J. Kilroy, president and chief executive officer of PHH Arval, a Hunt Valley-based fleet leasing and management company, has been elected to the board of directors of the Greater Baltimore Committee.
Kilroy has been president and CEO of PHH Arval, a subsidiary of Cendant Corporation, since March 2001. In that capacity he manages PHH Arval's North American operations.
Kilroy, who joins the GBC board at its March meeting, has been elected to succeed board member William J. Crowley, Jr. Crowley recently retired as managing partner of the Baltimore office of Andersen and has stepped off the GBC board.

O'Malley, Rawlings Seek $15 Million from State in 2002 for Baltimore Bioscience Park
Baltimore City will seek up to $15 million in state funding during this year's legislative session to begin developing a bioscience park north of Johns Hopkins Hospital that Mayor Martin O'Malley and business leaders believe will create as many as 8,000 jobs.
The funding request is a key element of the city's legislative agenda outlined Jan. 29 by Jeanne D. Hitchcock, deputy mayor for intergovernmental relations, to more than 200 Greater Baltimore Committee members who attended the GBC's annual legislative forum.

GBC Legislative Committee Eyes Key Bills Impacting Business
A budget request for $15 million in start-up funding for Baltimore's proposed east side biotech park, a $2 million increase in a bond authorization for the Hippodrome renovation, and preserving a promised increase in state funding for drug treatment are among key budget issues supported by the GBC in the 2002 General Assembly session.
Other bills being monitored by the GBC's Legislative Committee, chaired by Verizon Maryland Chairman William R. Roberts, range from a bill reauthorizing the city-state partnership that administers Baltimore City public schools to a bill that would restart the planning process for an intercounty connector.

Leaders of Vision 2030 Featured in March "Issues & Answers"
Vision 2030, a project designed for residents, business and government to reach a consensus on a realistic vision of the Baltimore region by the year 2030, is the topic for interviews airing in March on "Issues & Answers," the GBC's show on Comcast Cable Television.
Developed by the Baltimore Regional Transportation Board, Vision 2030 works to address trends in congestion, poverty in Baltimore City and older suburbs, and job movement to suburban locations by bringing together people from around the community and recording their goals and strategies for the region in the next 30 years. Among those interviewed this month are the county executives from Anne Arundel, Baltimore, Harford, and Howard counties; Baltimore City Mayor Martin O'Malley; Stoney Fraley, Vision 2030 project manager; and Craig Forrest, chair of the Baltimore Regional Transportation Board, all of whom were instrumental in initiating the project.
The GBC's "Issues & Answers" show airs Monday-Friday, 12 times per day in the Baltimore region during CNN Headline News broadcasts on Comcast Cable Television.

On Friday, April 5, slide into the 2002 baseball season with the GBC's 24th annual Lunch with the Orioles, which begins at 11:30 a.m. at the Renaissance Harborplace Hotel.
