Mayor Hires New Personnel Director, Validates GBC-Presidents' Roundtable Report

The Greater Baltimore Committee-Presidents' Roundtable Report on the city's personnel management received strong validation on July 25th when Mayor Martin O'Malley announced the hiring of Elliott L. Wheelan as the new director of the city's Office of Personnel.

Both O'Malley and Wheelan cited the GBC-Presidents' Roundtable Report, which found existing city personnel management to be "outdated, expensive and inefficient," as the framework for Wheelan's mission to establish modern human resources management practices in city government.

"We hired Elliott Wheelan to be the leader who gets this tough task done," O'Malley wrote in his July 31 e-mail newsletter. "He is committed to driving change, to rewarding work over longevity, and to making city government more efficient, effective and accountable."
