MANAGING BALTIMORE'S INNER HARBOR OPERATIONS:
The Need for Direct Day-to-Day Authority and Empowerment

Report from the Greater Baltimore Committee's
Inner Harbor Management Task Force

METHODOLOGY

A group of approximately fifteen executive volunteers from the Baltimore region's business and non-profit communities that are members of the Greater Baltimore Committee participated in the study of the management and operational structure of Baltimore's harbor. As part of the review, members of the task force met several times with representatives from the many city departments and agencies that are involved in the operation of harbor management. Additionally, input was solicited from stakeholders such as property owners, developers, state and federal agencies, and tourism representatives, to discuss past and current operations, current challenges, and proposed recommendations for better management of harbor operations.

Following these presentations, a series of meetings was conducted to outline the recurring themes and problems presented to the task force, and to discuss proposed management operation structures. The task force debated the advantages and disadvantages of each proposed management structure, and conducted brief research into other comparable harbor operations and management structures before reaching the proposed recommendations included in this report.
