The Greater Baltimore Committee is pleased to submit the following report, Managing Baltimore's Inner Harbor Operations.

The report is the work of a 24-member GBC task force of volunteer executives who, during a 14-month period in 2002-2003, interviewed the leaders of city, state and federal government agencies that currently have jurisdiction, operations or direct involvement in operations on Baltimore's waterfront, as well as executives who have direct business interests in harbor-area enterprises.

It contains a historical perspective on the evolution of various waterfront operational and management responsibilities, an analysis of current harbor management, and options for improving coordination and management of harbor policy and operations.

Again, we thank you for the confidence you place in the Greater Baltimore Committee and trust that this report delivers quality analysis and value to you and your administration.

We would like to thank the many directors of Baltimore City agencies and harbor-area business executives who gave of their time and expertise in responding to our inquiries and who shared their valuable perspectives with the members of our task force.

We hope the findings and recommendations contained in this report will provide you with useful tools for strengthening the future management of one of the city's most valuable economic resources - its harbor.
